He stays so far from you while spamming Aoe spells and if you do get a chance and close the gap you might hit him a few time before he flys up or heals for a chunk. He's not even that hard it's just that he runs away so much and it's pure RNG on whether he'll sit still like a dumbass and let you damage him or endlessly spam magic attacks from across the arena. I think the worst part though is having to fight radagon every single time to get to him.
